Mission and objectives

Established in 1973, the United Nations Population Fund (UNFPA) in Nigeria is located in the Federal Capital territory of Abuja, with four sub-offices, to respond to population issues throughout the six geo-political zones of the country: The North-West, North- East, North-Central, South-West, South-East and South-South. Currently in its 8th Country Programme (2018-2022), UNFPA Nigeria operations prioritize the humanitarian-peace-development nexus approach, particularly in addressing the subsisting crisis in the Northeast region of the country. In addition to the humanitarian support provided to the three worst affected states of Yobe, Borno and Adamawa in the Northeast, UNFPA Nigeria supports implementation of the country’s development plans in 15 focal states: Abia, Akwa Ibom, Benue, Cross Rivers, Ebonyi, Gombe, Imo, Kaduna, Lagos, Ogun, Ondo, Sokoto, Kebbi, Bauchi, and Oyo as well as at the Federal level. However, it is pertinent to note that the Reproductive Health Commodities supply programme of UNFPA covers all the 36 States as well as the Federal Capital Territory (FCT). Consistent with the three organization-wide objectives to end preventable maternal mortality, end unmet need for family planning and end gender-based violence and harmful practices, UNFPA Nigeria also partners with non-government organizations including faith based, women and youth organizations, other UN agencies and major donors to meet the needs of the most vulnerable groups in the country including women, adolescents, and youths, as well as internally displaced persons (IDPs). The organizational goals call on holistic programming centered on building the capacity of national health systems and social structures in order to administer quality services around sexual reproductive health (SRH), family planning and Gender Based Violence (GBV) prevention, mitigation and response.

Context

UNFPA is formally named the United Nations Population Fund. The organization was created in 1969, and it is the United Nations sexual and reproductive health agency, with a mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. The UNFPA has a unique role within the UN system. UNFPA is also responsible for addressing population and development issues. UNFPA is hiring the UNV to support the National Population Commission (NPC). The UNV will be based at the Census technical assistance office at the NPC. The NPC is the principal data mining commission of the Federal Republic of Nigeria, responsible for collecting, collating, analyzing and publishing data about the Nigerian people (its population) and economy. It has the statutory powers to collect, analyze and disseminate demographic data in the country. It is also mandated to undertake demographic sample surveys, compile, collate and publish migration and civil registration statistics as well as monitor the country's Population Policy. Nigeria boasts a long census-taking history spanning more than a century, starting from the 1866 census; the 1871 census marked the beginning of decennial census-taking in Nigeria. On November 4, 2020, the Nigerian President, Muhammadu Buhari, inaugurated the Chairman and the Federal Commissioners of the NPC, with a mandate to commence the planning for the conduct of the next census. In addition, the Commission was charged with other responsibilities which include the expansion of the vital registration system to achieve 100 percent coverage by 2025. Furthermore, the President charged the Commission with the mandate of improving the quality of life of the population through advocacy and public education on family planning as part of the strategies for efficient population management. In essence, the 2023 Population and Housing Census is to provide a platform on which to build the other two mandates by relevant organs of government. The goal of the 2023 Population and Housing Census is to provide accurate, reliable and timely data for development planning, policy formulation and service delivery to improve the quality of life of Nigerians. Specific objectives include: (1) strengthening the capacity of NPC to conduct the 2023 Population and Housing Census and Post Enumeration Survey (PES) using technological and methodological innovation; (2) increasing the availability of accurate, reliable and up-to-date data on socio-economic and demographic parameters of the country; (3) producing official statistics and provide foundational data to monitor the progress of national development programs and policies such as the Economic Recovery and Growth Plan (ERGP), Sustainable Development Goals (SDGs), The Africa We Want (Agenda 2063), the National Development Vision and other national, regional and international programs and plans. The assignment of the UNV part of UNFPA's strategy to strengthen the capacity of NPC to conduct the Census successfully.

Task description

Within the delegated authority and under the supervision of the Census Chief Technical Adviser, the Resident Representative, Deputy Representative and Head, Population and Development Unit shall provide overall oversight to the volunteer in the execution of the assignment and under the supervision of his/her designated/mandated representative(s), the UNV [Census Documentalist (Knowledge Management and Documentation Specialist) will:

Support census programme management through effective monitoring, reporting and documentation of activities and processes;
Collect, collate and compile background information necessary to support formulation of various census programme activities and processes, including project proposals, work plans, budgets, resource mobilisation and facilitation of partner’s meetings;
Prepare quarterly and annual activity reports to be submitted to UNFPA and partners, regular progress reports, briefs, and all census programme related meeting minutes;
Assist UNFPA to monitor and ensure resources allocated to NPC and other partners for the propose of Census implementation in order to achieve value for money; accurately and timely report on all resources allocated to NPC, ensuring they are used for the intended purposes;
Support resource mobilization activities of the Census programme by establishing and maintaining database of donor and other development partners, and also assist in organizing and conducting donor meetings and public events on the Census;
Support the creation and sharing of knowledge by supporting the synthesis and documentation of experience, lessons learnt, success stories, best practices, strategies and approaches;
Establish and maintain up-to-date basic records required for project implementation, and reference records on directives and procedures of a technical or administrative nature relating to Census operations; reconcile operational records with other corporate records of the organization regarding personnel, budget, training, purchases, contracts and reports;
Provide logistical support for programmes coordination and management by coordinating review meetings and other project-related workshops, conferences and events;
Work closely with the UNFPA Operations department and adopt/adapt necessary regulations and procedures for Census programme management
Train and guide personnel NPC personnel on preparation of various financial and monitoring documents required by UNFPA;
Assist in translating census implementation documents and reports from local languages into English, where necessary;
Performs other related activities as assigned by the UNFPA Resident Representative and CTA.
